北极大学联盟-哈工大培训中心简介

Created in 2001 through an initiative of the Arctic Council, the University of the Arctic (UArctic) is a cooperative network of universities, colleges, research institutes and other organizations concerned with education and research in and about the North. UArctic–HIT Training Centre (UArctic–HIT–TC) is the first UArctic Regional Centre outside the eight Arctic countries and hosted by Harbin Institute of Technology, China. UArctic–HIT–TC is open to all students, faculties, and scientists in Chinese universities and institutes who are interested in Arctic knowledge and research. UArctic–HIT–TC was officially open on February 26, 2019 in Harbin Institute of Technology.

经北极理事会倡议，北极大学联盟于2001年正式成立。北极大学联盟是由大学、大专、研究所等机构组成的合作网络，专注于北极及周边地区的教育与研究。北极大学联盟-哈工大培训中心是北极大学联盟在北极八国以外成立的第一个区域中心，中国哈尔滨工业大学是其主办单位。北极大学联盟-哈工大培训中心对所有对北极知识和研究感兴趣的中国大学和研究机构的学生、教授和研究人员开放。北极大学联盟-哈工大培训中心于2019年2月26日在哈尔滨工业大学正式成立.

The mission of theUArctic–HIT–TC is to “Strengthen understanding, friendship and collaborations between students, faculties and scientists of the Arctic and non-Arctic universities and institutes by providing a unique and advanced platform for cooperative educational and research opportunities.”

北极大学联盟-哈工大培训中心的使命是“通过独特和先进的合作平台提供教育、研究的合作机会，加强北极大学和非北极大学学生、教师和研究人员之间的相互理解、友谊和合作。”

In the coming years, UArctic–HIT–TC will become

未来几年北极大学联盟-哈工大培训中心将成为：

  1.  A hub organization bridging the Arctic and Non-Arctic members of UArctic;

  2.  A platform to broaden the voice and to expend knowledge of the UArctic;

  3.  An education center with an Arctic–related education system for students and faculties in Chinese universities; and

  4.  A research network for Arctic–related research by collaborating with Arctic universities/institutes.

To respond adequately to our mission and goals, UArctic-HIT-TC will take following activities for the period 2019-2022:

为了实现使命和目标，北极大学联盟-哈工大培训中心将在2019 – 2022年期间开展下列活动：

  1.  A hub organization bridging the Arctic and Non-Arctic members of UArctic

 1.一个桥接北极与非北极成员的枢纽机构

  • The staff of the UArctic-HIT-TC will be trained to be familiar with the mission, goals, and values of the UArctic, and carry out their work under these mission, goals, and values;

  • To build a strong network among non-Arctic members in China；

  • To collect views and suggestions from UArctic members in China towards the UArctic and report them to the UArctic; and

  • A meeting will be organized in HIT for the UArctic leadership members and the representatives, professors, and students of UArctic members in China to discuss common interests and values and future collaborations.

  • 为中心的工作人员提供培训，以便熟识北极的使命、目标和理念，并秉持中心的使命和理念下开展工作；

  • 为中国的非北极成员单位建立一个强大的合作网络；

  • 汇集并汇报中国北极大学联盟成员对北极大学联盟的意见和建议；

  • 在哈工大召开一个由北极大学联盟领导成员和中国北极大学联盟成员单位的代表、教师和学生参加的会议，讨论共同的利益、价值观以及未来的合作。

  1.  A platform to broaden the voice and to expend knowledge of the UArctic

 2.一个增强北极大学联盟呼声和扩展北极大学联盟知识的平台

  • To give presentations to the UArctic and non UArctic member universities and institutes in China on the UArctic mission, goals, and values, and encourage the non UArctic member universities and institutes to join the UArctic; and

  • To build science popularization and education capability, and to publish cultural products on the Arctic to improve public knowledge and awareness towards Arctic.

  • 向中国的北极和非北极成员大学、研究机构介绍北极大学联盟的使命、目标和理念，并鼓励非北极成员的大学和研究机构加入北极大学联盟；

  • 建设科普教育能力，出版北极的文化产品，提高公众对北极的认知。

  1.  An education center with an Arctic–related education system for students and faculties in Chinese universities

 3.一个为中国大学学生和教师的提供北极相关教育系统服务的教育中心

  • To provide training courses for faculties of Arctic member institutions in China;

  • To organize International Arctic Summer/Winter School every year to recruit students from both Arctic member and non-Arctic member universities of UArctic;

  • To provide a special financial support to selected Arctic indigenous students to attend the Summer/Winter School;

  • To provide Arctic courses to students from UArctic member universities, especially to non-Arctic member university students; and

  • To merge the Arctic–related education system established under UArctic-HIT-TC with the UArctic north2north Program.

  • 为中国北极大学联盟成员单位教师提供培训课程；

  • 每年组织北极国际夏季/冬季学校，招收来自北极大学联盟的北极成员和非北极成员的大学和研究机构的学生；

  • 向选定的北极土著学生提供资助，帮助他们/她们参加培训中心召开的夏季/冬季学校的活动；

  • 向北极大学联盟成员大学，特别是北极大学联盟的非北极成员大学的提供北极有关课程；

  • 将北极大学联盟-哈工大培训中心的相关教育体系与北极大学联盟的north2north项目合并建设。

  1.  A research network for Arctic–related research by collaborating with Arctic universities/institutes

 4.一个与北极大学和北极研究机构共同开展北极相关研究的合作网络

  • To train students with basic research ability, measurement and analysis methods of old and emerging POPs, for example;

  • To organize international polar academic workshop/forum/conference annually; and

  •  To encourage non-Arctic member institutes to participate the Thematic Network and carry out the joint projects.

  • 培养学生的基础研究能力，例如对传统和新型持久性有机污染物的测试和分析方法；

  • 组织举办国际极地学术年会、研讨会和论坛；

  • 鼓励中国北极大学联盟成员单位参加北极大学联盟的专题网络（Thematic Network）并联合开展项目。
